EFFECTING THE MINIMUM TEACHING QUALIFICATION (NCE) POLICY IN NIGERIAN PRIMARY SCHOOLS: PROBLEMS AND PROSPECTS.

Primary education is the foundation of formal education on which the subsequent levels of the Nigeria education rest. The issue of implementing appropriate knowledge, skills and attitude in primary school pupils using adequate policy system and qualified teachers has been age long. In view of this, the National Council for Education (NCE) approved Nigeria certificate in education (NCE) as the new minimum teaching qualification. This was immediately reflected in the national policy on Education, 1998 Edition. This paper hereby reviews the effecting of the new policy, especially at the primary School level, pointing out some of its shortcomings, attendant problems and possible prospects
