One of the critical objectives of Universal Basic Education (UBE) is to expand access to educational Opportunities to every citizen of this country. This paper assesses to what extent this laudable objective is being achieved and is of the opinion that due to faulty implementation strategies, a vast majority of out of school youths and adults are yet to have access to quality education. The reason for this is mainly because the implementer of the UBE scheme to accord more importance and status to formal sector at the detriment of the non-formal sector.
