Nigeria is a country with a huge population of about a hundred and fifty million people presently. No one speaking truthfully can say that the country has not enormously grown numerically. However, not much can be accredited to the nation in terms of development. Several renowned scholars have shown that illiteracy is closely correlated with poverty and underdevelopment. Literacy therefore should be seen as part of the development process if the country is to advance developmentally. This paper seeks to promote lifelong education for the adult in the Nigerian society to bring about required development. It does so through the instruments of Functional Literacy, via mass literacy campaigns, through the provision of reading material, through the use of Real Literacy material (R.L.M) and Literacy Enhancement in English project (L.E.E.P) and through the possible role of the Nigeria public library, among a number of other things. It is the belief of the researcher that when all these are put in place it would foster a positive development atmosphere for the country.
